Background
CorpsAfrica provides the opportunity for young Africans to have a transformative experience to be a part of the development process in their countries and to find their place in today’s world. Along the lines of the Peace Corps model, Volunteers undergo a rigorous training program and then live for up to one year in rural, high-poverty communities to facilitate small-scale, high-impact projects through Community-led Development (CLD). Over the last decade, CorpsAfrica has steadily expanded operations from Morocco to Senegal, Malawi, Rwanda, Ghana, Kenya, Uganda, The Gambia, and Ethiopia. While project-level outcomes are routinely tracked and reported, the organization believes there are areas outside of standard reporting where impact is not being captured well and we are not doing justice to the incredible work of the Volunteers and communities. We want to more accurately capture and demonstrate impact on communities, including but not limited to mindset change, projects that are not income generation in focus but have an impact on the financial well-being of the household and the impact of a CorpsAfrica service on the Volunteers themselves. 

Scope of Work:
The consultant will:
  • Review and advise on the current M&E framework, tools, processes, and reporting mechanisms and their readiness for program scaling. (20% LOE)
  • Develop and help initiate measurement methodologies for areas outside of CorpsAfrica’ s standard project reporting: (70% LOE)
  • projects that are not income generation in focus but have an impact on the financial well-being of a household, e.g. kitchen gardens which reduce food expenditures; road repairs that allow goods to be delivered to markets.
  • mindset change in relation to community-led development. 
  • sustainability of CLD projects. 
  • the impacts of a CorpsAfrica service on the Volunteers themselves.
  • Facilitate Engagement and Capacity Building (10%)
  • Conduct validation workshops and capacity-building sessions.​​
Deliverables:
  • Inception report
  • Methodologies to capture impact beyond the current standard project metrics - noted above in the SOW and initial implementation of this work 
  • Recommendations on current M&E framework and tools 
  • Facilitate identified capacity-building needs
  • Final report and presentation
Timeline:
The consultancy is expected to be completed within three months with a start date of June 9th and ideally includes attendance at an all-organizational event in Nairobi the week of June 15th. 

Period of Contract:  June 13 - September 5, 2025

Consultant Qualifications:
  • Proven experience in organizational M&E system design and assessment, including strong understanding of qualitative and participatory evaluation methods.
  • Familiarity with community-led development or similar sectors in Africa is an advantage.
  • Strategic thinker who can imagine innovative possibilities. 
  • Familiarity with Theory of Change methodologies and participatory MEL design
  • Excellent writing and communication skills in English
